Idea for honor system
They should make it so you're more likely to get paired next game with people that you honor this game or have honored in the past.

I think honorable players should more often be placed with other more honorable players. Would give more reason to give players positive feedback and promote better behavior for better randoms while forcing the continuously toxic players to deal with themselves.
