Am i dreaming or Riot actually created something that lets you to get some stuff without spending real money?

Yes.
yes, however you need to know how it works... otherwise you will unlock stuff for limited time. Chests and keys are just another way to use rp instead of mystery chests. All it is is trading cards that you can use to make something you want trade useless cards for credit and then use it on skins and champs that you want. IDK how well or effective the system is as of yet, it just came out so that is up for debate.
Chests can be acquired for getting and S rank (limited 4 per month, per season on ONE champion) so say 
is your main, you have a chance to get 24 random boxes if the season lasts 6 months (spit balled there).
And keys for winning matchmade games (not sure if that has any special things on side though??)
Theoretically you have a chance to get good stuff, and feel there will be a climb in SUPER easy to play champs when this system unfolds. Just to get free stuff.
I applaud riot on this addition, but i still see problems and abuse of the system and that has me doubt if this is good or bad.
