No, not really. Most of the difference is in basic mechanics like CS, movement patterns, getting full use out of items and abilities, etc.
At least, that's the difference between me and Diamond players. I don't know if others are the same.

I'm sorry to say that there's still a significant amount of the second guy even in diamond. They just complain about different champions. Silver players go "Didn't ban Yasuo GG." Diamond players go "Didn't ban Kindred GG."
