Ranked ,MMR (match up), League Matchmaking Guide. Ranked system needs to be improved!

I started a forum last year after some similar events happening that were unacceptable. I have now started emailing league support,and was directed to league match making department which told me to take it here. So here I am. After being demoted last season three times,and losing the opportunity to earn the Victorious Morgana skin over teammate issues I had enough. I have been a competitive sport before and have always been graded on my own performance. But a team is a team. I let my feeling known last year in a forum with no results. I gave up on playing ranked entirely until a great league player approached me to play with them this year. They have been playing since Season 1. During our provisionals we were getting matched up with people with 100 normal wins. Which is contrary to leagues Matchmaking Guide. It states that: The system places players in the appropriate pool which is basically the queue (normal,ranked,solo/duo,ranked 5 man team,etc). If a player is queued alone, the strength is determined by his personal matchmaking rating (referred to as MMR from here on out) and number of wins for that particular queue. If the player is queued with a pre-made team, the system will adjust the MMR of the team accordingly. In most cases, we have found pre-made teams outperform teams composed of unconnected players. Step 2 : New players get some special protection and are usually matched against other new players. So with this said; I have almost 1100 normal wins,and my duo has around 1600 normal wins. I have made the suggestion to have people take courses on what each role is for and why. Similar to what they do for beginners who just installed the game. I would say according to wins, but the system is not doing it's job or needs maintenance. We started our provisionals and one of our teammates on our last game had only a 100 wins which when I did contact support stated that that should have never happened. Well it did and it reflects on our placement. Which I emailed them about that (unresolved). I started paying more attention to the profiles of team mates after my duo brought the last one to my attention. So I have attached pictures of the profiles to show you that AGAIN we were matched with teammates that barely had 200 normal wins. Our team captain didn't even have 200 normal wins and struggled to know where to put the wards. I just want the ranked system fixed. It's not fair on players that are really trying and doing their best to get in a better division for this to keep happening.
