Does it seem like the players you get in your first season promos are worse than the ones you played with last season?

Perhaps you are just better, and the other players are the same? O_o
No, because you're getting tossed in with players from all elos as they play placements--and the vast majority of the community will be gold or lower. Until people get properly placed and the dust settles, you're going to have to deal with all of the mismatches.
