LeaverBuster VS afk Report

Many people. Especially the team with the afk, think that reporting someone already marked as a leaver makes a huge difference and is "the difference between a warning and an actual punishment".
Well as far as I know, the reporting system and the leaverbuster system are completely independent of each other. I would like to think that if someone is already marked as a leaver, that reporting them as a leaver adds nothing to the solution. That one specific type of report may not even go to the tribunal for all I know. Also, as I understand, the only purpose of reporting someone afk is for the ability to ACTUALLY DESCRIBE the idleness and uselessness of a player ESPECIALLY (or even exclusively) when the LeaverBuster does not catch this afk. Therefore, if someone is actually disconnected for the whole time, a report for afk is useless and adds no detail and has no effect on punishment.
If I am incorrect or if anyone has more information please post. I call upon the Rito gods to add clarity about the difference between LeaverBuster and an afk report to the LeaverBuster FAQ which I used in thinking this over.
