Using every ADC and every support only once. what pairs make the strongest bot lane combos?

Really depends on the meta, the matchup and the team composition. Their isn't a specific combo that is best.
Champs who i think are best together without reusing.
The soul lane. Thresh locks down just as much as leona but has no wasted damage
Twitch poison always proc's leonas passive, maximizing their damage
janna hides behind her adc, shield scaling maximizes graves tankier stats and buffs his dmg
Nobody out trades vayne and nami 3 auto procs
Annoyingly safe poke lane
a lot of the other ADC's need supports already chosen, but i think these team have huge synergy.

Lower enemy armor: check Increased attack speed for Vayne: check Instant wall that is impossible for Vayne's knockback to miss: check
varus+velkoz, so many tentacles in that lane that it's an instant win :P
nami+draven has the best synergy though, E draven, his Q slows, he E's the slowed target into the nami bubble, their two ults stack together nicely too

Kalista + Galio is fun.
I used to really like Lucian + Janna, but I feel like the lane lost a lot of its power after the recent Lucian nerfs.
Varus and Nami are a favorite of mine
is my favorite lane in bot lane. I just played this lane. i almost never fail to get my lucian fed as Janna its amazing
Kalista, Sona/Annie (to proc Kalista's W passive with insane AA modifiers/range. Also wombo combo ults) Caitlyn, Zyra (poke and zoning forever)

I'd say + because of their passives and ultimates synergize well together. And lucian can dash then braum can jump to him.
But i have also found +

I love + . Pow-Pow is fantastic for triggering Braum's passive, and if you position well, you can combine that with her chompers for a lot of lockdown.

or for example). Honestly, I like Annie with pretty much anyone (she and Thresh are my preferred champs to Support with), but she synergizes particularly well with champs that can abuse the stun and huge damage she pours out to deal that quick finishing burst.
+ . Miss Fortune loves having her enemies stuck in tight quarters, as it offers a target-rich environment for her ult or Q. Thresh is adept not only at creating those tight quarters, but at keeping his enemies in them. Combine with 
/ for optimal containment, and

I would have to say bruam lucian is the strongest early game I have ever seen. the passive burst damage is ridiculous
