Key Fragments: Rarer than the Soraka Pentakill

I was just wondering... is anyone else having as hard of a time getting key fragments as I am? Like, it's been a solid month since I've gotten one, and while I've been on a slight loss streak the past few days, I've won a decent amount in that time.

Is there anything that I don't understand or know about how to get them? Cause I, as well as a few of my friends, just can't seem to get them.

(It's especially annoying when you got those two mastery six Shaco tokens and a chest but only two key fragments and 400 blue essence)

I'm sitting on 3 chests and only 2 fragment and I cant seem to get another fragment for my life

It goes both ways... sometimes chests more often, sometimes keys more often. Only rito knows why.

You can trade ip for blue essence or shards. Also playing different champions might help.

Inside the store, riot needed to put it in the crafting shop aswell. I didn't know to look in the store till I found out on the forums.
