Towers do % damage max health
then would they be good? I guess it would stink early game so could it do it like after 20 minutes?

Having towers do % max health damage would make them worse in the late game than they already are; since let's say the tower does 10% max health damage, both the Tank and the ADC could tank the tower for the same number of shots (disregarding armor).
Towers could have a hp% additional damage, but they need base damage to be useful. You really don't want to see the day towers do only 10% maxHP%, or 20%.
Either way towers are great as they are now.
