Champions that you (or any particular individual) struggles with are not necessarily OP

Here's a personal example, no matter how hard I try, I can never seem to win lane against a .

Statistics prove that lux isn't horribly broken all the time, but no matter what patch i'm on , I can just never seem to beat her, expecially support lux. Whenever I get bot or mid, I almost always have to ban lux because if she's picked I almost always lose.

I once saw someone call "broken as hell" after I got first blood on him, writing a big story about how he has no counterplay and manages to beat the writer in lane no matter what he tries.

Anyone can see that neither of these champs are horribly broken, at least not in the current patch, and yet they both managed to be interacted with as if they were overpowered by the weaknesses of the player, rather than the strengths of the champion.
