So is Gangplank's passive a poison now?

I've recently had a game against Gangplank in ARAM and noticed that there were also no other champions on the other team who had any Dot or poison abilities (cass, singed), but minions and my allies were somehow being poisoned and he seemed to be the only criminal doing this dastardly thing to us.

Unawares if cereal or not but....

Yes. Gangplank's passive applies his home brew of Grog poison to his auto attacks and his q. He soaks his blade and bullets in the poison, which I think is neat because poisoned blades and (lead) bullets have actually been used before in history (a bullet designed to inflict a slow death rather traumatic dmg and death)

So yes, you will be slowed and poison each time he attacks and busts a cap in yo bum. The effect stacks up to x3 as well.

GP's Passive has always been a poison. His bullets and weapon are thematically soaked in grog.
