I have Great idea of better prisoner's island.

League and DotA is different. While DotA is assuming that players on team can be "trusted".... League IS NOT.

Think about glyph of fortification and courier. That thing does not exist on league cuz league assumes that u cannot trust ur teamate.

Thus... DotA is "Trust" based League is "Credit" based!

It is very hard to explain that league is DotA-like game but not A DotA. However I can say League uses Credit principle while DotA2 is using Trust principle.

Due to that difference, "report system" is seriously malfunctioning in League. Actually, Riot gave up. They know that report system is not suitable in League.

Cuz everyone gets so mad (YES NEARLY EVERYONE. Think about reason WHY SO MUCH PEOPLE GETTING CHAT RESTRICTED.) in league.

So... instead of making DIRECT isolation..... of "possibly" angered but also possibly troll-like player....

How about "cool-off mode?"

If one got significantly bad result at extreme early game and got report for bad words, he will be noted for "cool - off" recommendation
If it repeat twice during 24 hours, League automatically seizes one's rank game and activate cool off mode. (Default 3 game.)
If he or she get reports even in cool off mode, cool off mode now turn into warning mode. (Beginning of Prisoner's Island)
All game during warning mode will automatically delivered to tribunal's instant surveillance line. (it is NOT original tribunal it is new section of tribunal)
Tribunal can make "instant sentence" for every game with warning mode. If one gets "guilty" he will be FINALLY in Prisoner's Island.
After "ACTUAL" and "ORIGINAL" Tribunal, fate of one in Prisoner's Island is determined.
