Is the whole creative process thing left only to the NA Riot? Or can another country's Riot, say, create a skin / new champion / etc?

I just subscribed to Korean LOL Facebook page, and I saw a skin sales promotion. It's related to a Korean meme about how couples are evil and singles are good (kinda like Single Awareness Day, but on a much larger scale--the singles are usually referred to as something like "Solo Regiment"), so they had a skin sale for the commando skin line.

I also know China have their own splash arts. Showing skull is apparently taboo there, so old Karthus needed a completely different splash art.

I don't think they make new skin or champions, though.
