The concept is rather simple, but leads to a lot of avoided grief.

What this is, is whenever you're in a ranked queue, you have the option to start a vote kick on a summoner, I.E. say somebody calls "____ or feed" and/or is just being a nuisance in champion select, you can start a vote.

With a minimum of a 3/1 majority vote, the summoner will then be kicked, the lobby will be destroyed, and the queue will start again. The kicked out summoner will then have their chat logs reviewed via either Tribunal or Riot, and could receive a temporary (1-2 day(s)) ban from Ranked queues. The kicked summoner also receives a 5 minute block on queuing for another ranked game, to prevent the possibility of being placed in a lobby with the same players. Repeatedly getting kicked out would result in a higher block for queuing, capping off at 30 minutes, with increments of 5 minutes per.

This system is next to impossible to abuse, since it requires a majority vote. So even if a duo queue starts a vote kick, they still need another person from said lobby to act on it as well. On the other side of the coin, if there's a toxic duo, they can't defend each other, as the required vote is only 3. On that note, anyone queued with someone blocked from queue will undergo the same process of being reviewed, and being blocked for queuing for the same amounts of time.

I would personally love to see this added to the game, as it would prevent people being forced to play games. If someone is in a series, they can't dodge to avoid a toxic teammate, and people are always worried about losing LP. This system would avoid 90% of issues people have in champion select. The only possible downside I can see with this, is if the opposing team is very happy with their lobby, but gets disbanded by a vote-out.

I would absolutely one hundred percent LOVE this, if only group mentality wasn't a thing that existed. I've been in ranked before offering to play champions that I'm very good with, yet other people see as 'troll picks'. So all it'd take is a duo queue not liking it and being overly vocal in chat, getting one other person to agree and kick me or anyone else that falls into this criteria.

A vote-out system in concept is good. In practice it starts to fall short because of cognitive bias. A good step toward improving trolling in champion select would be to just let Tribunal review cases made pre-game and after the game as well. I think this was brought up when the Tribunal rework was mentioned. One can hope.
