Is the new punishment system flawed?

So A few days ago, I had a game where one of our teammate was absolutely toxic, he was harassing the entire team none stop and was verbally abusing enemy team in all chat. However all the curse words he said were typed as such, " GG u guys are fu/cking brain dead" or "u sh/it holes don't deserve diamond" and "I hope u fu/cking get murdered in ur sleep." I know that the new punishment system recognize toxic words but he typed them I a way that perhaps the system doesn't understand that he is being toxic. At the end of the game, I'm pretty sure this guy had 9 reports on him and yet, I didn't receive a notification of him getting punished. So this seems like something people can abuse and is riot aware of this?
