Can't ban, getting dodge penalties

So last night I couldn't ban for some reason and I got a 3 minute dodge penalty. Not a big deal. I figured it was a little buggy and I remember riot shut down the new lobby because of this issue. Besides 3 minutes isn't life changing. But this morning, I couldn't ban AGAIN and they gave me a 30 minute dodge penalty! WTF. I'm not reporting a bug because I'm sure riot is already aware of this problem that it still exists. Just ranting that out of all the chances of it happening twice in 12 hours, it happened to me.
