Cant ban, getting dodge penalties

Both times I was in ban position 2 (thats the 4th pick position in draft), and I could not select a champ to ban. I tried pressing a champ throughout the ban phase but it would not go through. The first time this happened to me, last night, I received a 3 minute dodge penalty. This morning, I received a 30 minute dodge penalty.
