is anyone else a little confused as to why tahms ult passive was moved from there to his reg passive?

also while im here imma complain about the nerf on his passive dmg

Nvm he's broke I just had one do 1580 damage from 1 W. With just a Lich Bane and a Warmog's. I had 50 MR.
