Gift owned skin permanents/shards to friends?

So, haha, funny story. My best friend and I both always watch each other open chests, and I end up getting almost EXACTLY what he has been wanting. I got the Elementalist Lux skin recently and he pretty much mains Lux and wants it so bad! Then, a few weeks later he has been playing Azir like crazy because he got him out of a chest, I happen to get Galactic Azir THE day after XD. So what i'm asking, riot, is if you could help me get this to my friend, that would make him so happy. I have no problem giving those to him even if I don't get anything out of it but a happy soul. New gifting addition to give owned skins would be great!
