They used to be available directly in the game client. Sometime in early Season 4, they were removed.

This, assuming I understand the situation correctly, dates back before the retcon that removed the IoW from the lore. There were hints in the Journal of Justice that instead of being rescued from Noxian captivity by Garen and the Dauntless Vanguard, Jarvan IV was still in Noxian captivity, or was possibly dead. Instead, the champion that we thought was Jarvan was LeBlanc in disguise as part of a scheme with Swain.
