You haven't seen a glimpse of the skin itself yet, you can't decide if it's a good skin or not yet.
The blood moon line goes really well with Jhin though! If anything you should question why Zilean has a blood moon skin. Blood moon skins are typically depicted wearing masks, as well as the fact that Jhin is a serial killer--
It works really well for Jhin and he was in desperate need of a new skin.
And as DrCyanide pointed out, you haven't even seen the skin. Looking at the other skins in the series, they always come out looking really good. So you really have to give the benefit of the doubt before calling it a bad skin.
Honestly Jhin kinda needs a new skin unless if you like High Noon Jhin or the defualt one, just saying
