I was playing 
normally where his W stayed on all the time even after I press it again...

You mean you couldn't deactivate it at all? Or the fact that it doesnt stop after x seconds. Cause that confused a lot of people when they made it 0 second cs at lv5.
At max rank, it stays on. "At maximum rank, Purge lasts indefinitely and becomes a toggled ability."
