I bought this skin last year when it was first released, how come I don't have a vintage cover over the skin in the loading screen?

Because Slay Belle Katarina was first released in 2012, 2013 she was re-released, so you didn't buy her originally, only the people who bought her when she originally came out in 2012 got the vintage cover.

the snowdown 2013 skins weren't announced specifically as limited edition like kitty cat katarina was.
