How were some of these people in mid Silver, plat last year?

Seriously. I'm rank 7 Shen taking on a machine gun Lulu.

So my build path is as follows: in that order.

She gets a double kill early on Nautilus and I. Then she proceeds to bully till she takes my turret. She didn't get it first though because I rotated bot to make it 3v2 and we took first turret there. After she gets my turret she stops pushing my lane until I get it up to her turret. The next time we fight I have the first 3 items and she has rageblade, boots, and both parts of BOTRK. And she decides to just stand still and starts autoing me. And when she finally kills herself on my thornmail, all I see in all chat is OMG LAGG SOMEONE IS DDOSING ME!!!!!

Now we go on and end up winning the game because she keeps trying to kill me and discovers she can't so she rage quits. (I finished 9-2-11 to her 5-4-4 lol)

My point is how do some of these people that were plat last year (I know she was plat because of summoner icon) achieve this and then when they are handedly defeated by a silver on his rank 7 main, they don't build properly and blame the loss on lagg. Like come on now.

Oh and make the most bronze mistakes over and over and over again. And No I didn't shit talk her till the post game. She shit talked me the whole way through laning.
