Why not make chromas craftable using champion shards?

You guys admitted that chroma packs were somewhat of a failure but you still want them implemented in the game in some way, so why not through hextech crafting? Make it so you can combine a champion shard with some blue essense to make one chroma for that champion.

I already have all champions and don't really care much for getting mastery level 6 and 7 and think it's kind of a cop out on Riot's part.
