@Riot: Runic Affinity should get a buff.

Runic Affinity has always lacked value as a mastery this season. 15% extra duration is pretty pathetic when you do the numbers and now that the jungle buff duration is getting even shorter with the upcoming patch, junglers have even less of a reason to choose it.

Even if you increased the amount to 25% with the upcoming changes it really wouldn't be out of line.
