Early game adcs have a strong laning phase and are able to bully people out, but are less relevant in the late game when people have begun to tank up. Prominent examples of this would be Lucian Graves

Late game adcs are supposed to be weak in the laning phase, but once they scale up with items, they shred through front lines. Examples are Vayne Jinx

In my non-professional opinion, most hypercarries (maybe excluding Twitch) have way too much early game power and bullying potential for it to be considered a "trade-off," but that's the way Riot has it set up. And, probably I'm just not very good at exploiting their weaknesses. I don't know. I like to assume that in most cases, it's a problem with me, not the opposing champ, but I still don't know how to punish a Jinx early game.

By definition, ADC is the weakest early game class. That's why the support plays in their lane, to help keep them safe and help them to secure kills in their early, soft stages. Different ADC's have match ups that they are strong and weak against, and different power-spike timers. I really think that any adc can generate an advantage for themselves against any other adc in the early game/laning phase with smart trading and positioning, but some have a slightly easier time of it then others.

Mid game spikes: Corki Ezreal Lucian Late game carries: KogMaw Jinx Vayne

Generally good overall picks: Caitlyn Graves Sivir
