I'm pretty sure AFKing has nothing to do with the mystery gift.

The PP rewards thread said;

You are ineligible for this reward if you have received multiple severe Leaver Buster Penalties, a chat/ranked restriction (of any length), or a 2 week suspension within the past 6 months.

The main part being "multiple severe", so it doesn't sound like it's 100%.

More importantly, though, is that restriction was for the icon. The section for the Mystery Gift had no mention of a requirement to not have been restricted/banned/leaver-busted.
