So im saving ip for a champion, but I dont know who i want.
I like champions with:
a) instant high damage (ex late game 
barrels)
b) Carry potential/1v2/1v3/1/4/1v5 even (ex 
, 
)
c) High burst and the ability to absolutely tilt people (ex 
)
I am NOT looking for an ADC. I would like a champion that meets these categories as a jungler, top, or mid laner.
Preferably a high skillcap champion too.

The examples you are listing are indeed ADCs, but you're not looking for a marksman.
I'm prompted to suggest 
for either top or mid.
is also an option, flexible in all three roles
And just because, I'll add 
. I'm reminded too much of the 2-shot burst build that was played in the LCS.
Shaco for the early game thrive and control the map thanks to his boxes, Lee Sin cause everybody hates the asshole, Fizz since of his bleed and carry, Kassadin cause he's Kassadin, and Talon because of his roam and pickings with his flat heal and crit or LeBlanc if you want a wave clearing assassin with good poke and able to Bill Cosby the ADC or any squishies.
