Were you level 30 at the time you purchased the XP boost?

Edit: Player Support is telling me (as I suspected) that you cannot purchase an XP boost at all if you are close to level 30. If you are trying to cheat Riot by getting the rest of your boost turned into IP it's not going to work.

If it was a bug, they can probably help out though. You need to be patient with the ticket, it can take up to around 3 days when ticket queue times are high and especially when there are less people on the weekends.
