Ranged top laners. All of them. Nightmare Fuel.
I think it's because Cassiopeia is not played very often in the top lane, so people don't know how to play against her, along with the issue of her being ranged and most top laners being melee.
Another factor is the less games played for a champion in a role(In this case, Cassiopeia in the top lane), the less accurate the real win rate is. As of this posting, Cassiopeia top has 504 games played with a 56% win rate. 504 is 16% of Cassiopeia's total play, so this would be understandable.
