So far I've only really been able to keep him in check with a very offensive Viktor support (lots of AP runes/masteries) and limited mana can still make it very hard against a good draven. If I make them scared to catch their axe I can keep them in check longer, if they keep going for it anyways they'll see when my mana goes low and pressure my lane even harder.
Anyone that can punish his predictable movements 
I've had some success in lower elos with Leona and or Zyra, and a hard hitting ADC. If the opposing Draven is catching his axes you can target the area where he has to move with Zenith blade or grasping roots. With Zyra you can land a ton of damage on him without much opportunity for him to trade back, and with Leo, pop your shield, auto q auto, hope your adc plugs him a few times and walk away. Your mileage may vary depending on the skill level of the Draven.
Zyra's pretty good since he's not the highest range and is somewhat predictable. And you can beat him up right back if he tries to go all in on you.(early levels Zyra hits like a truck, in case you didn't know)
any support with skillshot cc is good because he's broadcasting where he is going to be if he tries to catch his axe. think thresh, blitz, morg, zyra, etc...
