Does Riot actually listen to it's players or do they flat out ignore us?

Okay through some research and you tube videos, from what I seen. One of the last time Riot actually listen to the players was back when was op and the way they nerfed her made her useless at the time, for those of you who don't know what was op about back in the day. She could go invis for about a minute and you couldn't see her like you could now by being close to her. So an Eve could just walk next to someone with a and follow them the whole time, lowing them down and then killing them as soon as popping out of stealth. Of course they did listen to players about skins now and then, but these skins that are requested takes about 2-3 years to make for some reason, who recently got his pool party skin. Had people requesting this for an insane amount of time. Of course when the skin was released it was amazing as hell. But serously does Riot actually listen? Because I get the feeling we are being ignored. Since it takes this long for what we request to come out. Of course there was somethings that got released in a short amount of time when it got requested and it was Gentlemen .
