How do project loading borders work?
Just unlocked the project kat loading screen border, does it automatically apply while using Kat (and her alone), or is it a border that can be used at all times (any champ) and if so, how does it get activated?

It a permanent thing that you get when you play Kat and use her project skin in game. I believe it only shows up when you use the skin
It just adds a border to your Project Kat skin splash in the loading screen. You don't have to do anything extra, it'll always be there, and it won't apply to anything else.
