Booting People in Ranked Champion Pick

So many summoners have suffered the same problem for a while now. People who outright say they will feed,troll,harass,and afk, right as summoners pick bans. Now, some brave souls will dodge to avoid having a toxic game. However, it's often that the same toxic person will just jump back into queue, causing more people to dodge, which makes queuing last about 10 minutes.

Could you almighty programmers implement a "Boot Voting" option? As in, when the game starts, if someone is being toxic, that if 3 out of 5 people vote to boot, then that person is booted from the queue for about 5 minutes.

Something to add could be that the person who leads the boot must pick an option for why that person was booted from the line up, much like reporting in game. That way the chat log could be reviewed, and therefore we can avoid people abusing the boot option. Since people can only go up to Duo Queue, there is already an avoidance of vote swinging.

There is nothing more terrible than someone saying they will ruin your game, because they think it will be fun.
