Ekko gets nerfed for being tanky, having a lot of CC, being fairly mobile, and doing tons of easy to land damage all at the same time.
Illaoi's only CC is a 2-second decaying slow if her E goes off, she's one of the most immobile champions in the game, and her tons of damage is among the most avoidable tons of damage in the game as well.
