I wanted my name to be "Lemons" but it's taken by this account thats been level 30 for about 2 years and has 0 champions played since the mastery thing came out. Let me have this name PLEASE.

Submit a Support Ticket, and if the account has been inactive for a while they can open it up for you.

takes 30 months for cleanup. im waiting about 50 more days for my name loll

They do decay, its just with a level 30 account they need to be inactive for 2 year and 6 months. So if what you say is true you only need to wait 6 more months!
