imagine if you were a new player, garen has a spin, that does more damage if it only 1 hit thing, a passive that only works when you are not in combat, he gets armor and mr, but only if he kills minions,an ult that does damage, but if the enemy is lower, it will deal more damage, but it deals magic damage on a physical champion. on top of all of that,his e and and basics attack also deal % hp true damage of the ENEMY when they are the villain, but only if they are the villain, and his magic damage ult turns into a true damage ult. how easy is this for new players to understand you think?

ziggs throws bombs, yes he can have some pretty mechanical plays with his e, and zoning with his w, but he is easier to understand if you know nothing about the game, older lol players won't even look at the difficulty

The difficulty scale is how easy the champion is to master (in other words, how long it takes to be truly good with them). Yes, Garen is a very easy champion to play with no skill shots or mana but it is much easier to unlock Zigg's full potential than Garen's as Zigg's abilities and playstyle is much more straight forward.
