Why is the only place to report people the end game screen?

Is there a reason as to why riot is protecting the toxic kids you muted and forgot about? Why is there no report option in the recently played menu? its not like its because they would have trouble locating the last game you had together...its rare to encounter anyone a second time at fairly high elo like plat much less low elo.
