Lo Priority Queue Modification

Just a suggestion for a change in the Lo Priority Queue, I want it so that while the wait to enter the queue is still there, I wish I could browse the store, or work on masteries. The current priority queue just blocks everything, and i find myself just going to a different game when I could be working on masteries to improve my game, or just check out the new stuff and gawk at the skins I'll never get Anyways, can it be changed so that it doesn't make the whole thing just blacked out? I would love to be able to change my masteries/runes for what I'm hopefully planning to play.

TL;DR Let us change runes/masteries when we have a lo priority queue.

To Riot people: If you disagree, and that is fine, can you at least tell me why? I don't see any harm in letting people work on runes/masteries, even in those queues.
