[Gameplay][Client] Lucian Ult tooltip/functionality and Lord Damm's Pillager

This is two completely different bugs, and I'll start with the minor one

1. Lord Damm's Pillager in the Item Sets creator doesn't show that it isn't available in Summoner's Rift. There doesn't seem to be anything else different about it, just that should say that it is unavailable in Summoner's Rift

2. Lucian's ult doesn't deal 400% Damage to minions, and I don't see any patch notes covering that, and I believe the tool tip still shows that it should deal 400% Damage. If this is an intentional nerf, please say so, because we would really like to know this. Lucian was pretty much the best wave clear ADC before this, and I feel that this is taking away a really cool part of his kit, but that is for the Riot balance team and the PBE to decide I guess.
