I can't seem to open league. Help?

So my client already isn't normal. I can't use the shortcut so instead I use the Lol Launcher Admin file. Today I couldn't open it. At first it didn't even do anything. I tried again and it said there was another client open and I needed to terminate it. I said yes. Nothing happened, Is it just taking a long time or do I need to like re install ?
