I'm genuinely confused as to why riot can't transfer content between accounts
Could a riot member provide an explanation as to why it's impossible for you to transfer rp someone bought on another account to a different one?

Because they want your moneyz.
They can for Name Sawps (if you wanted to swap names between your smurf and main, you get the RP once for one account and message them), what did you have in mind?
It could be an attempt to minimize hacking attempts, where people could steal RP from a bunch of players.
