When the hell is the HexTech Crate n' Craft System going Live?

I feel like Riot is hanging this system over our heads and tying us to the chair of boredom so that we can't reach for it, torturing us to death. It's a perfect system and I really wish it came out now (I was expecting this to be released by 6.2).

Can you just release it already?

I want this so bad. I imagine they wouldn't still be holding it back if they weren't still bugfixing or adding some last minute content to it.
