Because what if you only had 15 and you were last pick on red side.

They ban 6 champs you own. Each player picks a champ you own. Who are you going to play? You only have 15 champs that are already banned or picked.

Either your internet or Lol Client happens to be lagging. Just restart one of them, and you should be fine.
