Sounds packs having a legitimate place and price.

I'm pretty sure we're all familiar with soundpacks, changing the announcer voice from Hillary Clinton to something more appealing, such as Korean Shoutcasters or internet memes. However, imo, it is a HUGE pain to install should you want to change up style, or plainly get sick of the sounds. I feel like Riot should implement a system like runes or masteries for soundpacks, where you can either install your own, or buy some from the store for rp or a large amount of IP. What would be cool if riot had some characters announce it, like Teemo, or even Dr. Mundo. I know Riot can be a cash cow (as we've seen with lack of Refund Tokens...), so this will make them even more money, and will be a cool 'addition' to the game.
