Does blocking people actually do anything?

No really I have had so many people that were in my block list but show up in my game anyways. If I am blocking someone I don't care what anyone might say I DO NOT WANT to play with that person. It's as simple as that. When I block a trolling Yasuo in ranked that flames non stop for 30 minutes feeds like 20 kills and buys 6 doran rings I do not want to play with him in the next 2 games (based on a true story btw). And this isn't something that happens rarely, it happens occasionaly, like 1 in every 10 games. And guess what those players I blocked for their absurdly toxic behavior do not seem to have changed much like half the time. I do not know if this system is made like this to give people like that a chance since they might not be toxic frequently but it is still extremely unpleasant and takes away from the joy of the game since I know what they are capable of if they are even slightly aggravated.

Mute if you don't want to hear them in game.

Block if you don't want to get requests from them.

Report if they are violating the rules.

Those are the options. Blacklisting players from your matchmaking pool can be abused to artificially pick your team and opponents in higher elo, which just serves to lengthen an already long queue.

If you don't want to get paired with someone you just had a game with, refrain from clicking the "Play Again" button and requeueing immediately because many people do that, and if you join the queue at the same time you have a good chance of seeing them again. Just wait a minute before queueing up.

Again, if the player is toxic or a feeder, reports are the way to deal with them.

Not really, because you will still get them in matches every now and then...all it does is mute them. And hopefully they are toxic enuff that they will get banned learn not to be toxic or they get permabanned. But sadly it doesn't stop them from getting matched with you. I have quite the extensive block list.
