@Riot, do we need a new email for starting a new account? For example, if I want to smurf or teach someone, do I need new email to make that account?

You are limited to one account per region per email; if you want to make more than one on NA, for example, you'll need a separate email for each. You can use the same email to make accounts on different regions though.
