Why aren't there more players up for review in the Tribunal?

I have been looking at the Tribunal lately because I am becoming frustrated with the amount of really negative behavior on the servers lately. It seems for every decent, polite and positive player that I encounter I find at least one ignorant, offensive, abusive player. With 50-50 odds it makes it rare to find an entire game where the whole team is filled with good people!

I love to win, I hate to lose, just like most people. But for every winning team in this game there has to be a losing team. Beating up on your team mates and abusing or annoying them intentionally through simply obnoxious behavior, game play or commentary should be punished. I sincerely like the idea of a community moderated Tribunal because it allows players to determine what is acceptable, but there are problems.

  1. Considering that for most of this season almost every game has an offensive player in it there should be a backlog of thousands of players awaiting review by the Tribunal.

  2. Players should be assessed for being worthy of being on the Tribunal through a process of consideration by the developers. I don't want the offenders ever to be among the judges. (That doesn't mean if you get reported you can't be on the panel, it just means that Riot should review the circumstances of reports against you and determine whether or not you are suitable to be a judge.)

  3. It shouldn't take more than a few reports from unaffiliated players across 2 or 3 games in order for a player to be put before the tribunal. I have bad days too and will rarely allow myself to get offended by another player to the point that I start retaliating or talking back but there are two things that would stop that for me in an instant and those are firstly that I actually believed that the Tribunal would punish that player for ruining my game experience and secondly that I knew that if I started being offensive back it would negatively affect my reputation. Right now neither of those appears to be an issue. It seems that I could grief, troll, abuse and offend as much as I wanted and no one would do anything about it and when it seems that way then too many players will indulge.

The Tribunal doesn't exist anymore. It's been replaced with automated chat mutes.

How many developers did you have in mind again?

I expect the Tribunal, in all it's newfound glory and power, to be back up by early Season 5. That's a personal expectation wholly unsupported by any facts, though.
