Time for Behavior Controls in Game
With the Tribunal gone I have noticed a steady increase in bad behavior in the games, especially in ranked play. Riot claims to be putting in place bans and filters but I haven't really seen any evidence of that at work and it certainly isn't improving the behavior of players in the game overall.
I used to be a moderator / admin on a public BF2 server and we had very effective rules and enforcement which made it the most fun online gaming experience that I have personally ever had and almost every player on our servers loved playing there because the environment was so good. The rules were clear and posted, the Clan leaders that maintained and paid for the server had final say in everything but there were dozens of us that had been good, courteous "citizens" on their server that were invited to join the clan and to moderate on the servers so that even though clan leaders (i.e. server owners) were not always online, there was almost always an authorized moderator on at the time or within a short time to be notified of violations of server rules.
Users could flag games with violations in case there was not a moderator online at that time and then the moderators could review and punish violations as they saw fit. If the punished player disagreed with the moderator ruling or just the severity of the punishment he or she could appeal to the leaders for review. If a moderator was found to be abusing their powers they were removed from the moderator pool, but this was extremely rare as only established players were accepted as moderators to start with so their character was known.
Riot needs to establish a similar (if much larger) system. The honor system would be a good start whereby players with good honor ratings received from players that are not or were not on their friend list or invited players list for a game would be reviewed for invitation to the moderator system. Once a player was identified as a new moderator he or she could flag offensive behavior for review and punishment by senior moderators. If the junior moderator is found to make responsible and effective decisions then they could be promoted to being senior moderator. The concept of the tribunal could literally result in players being subjected to review with as few as even 2 reports against them by the public at large or even one report by a moderator. The reviews would be nearly instantaneous, likely within minutes, and penalties could be assessed immediately. Players disputing the decisions of the moderators could appeal to a review panel of Riot support workers and successful appeals would challenge the moderators involved in the decision but unsuccessful ones could be given an additional penalty for abusing the appeal process.
I have seen this system work and work well. I am getting tired of the offensive and abusive nature of so many players. The real offenders are probably less than 20% of the players on the game, but even 20% will average out to 2 players in every ranked game which makes it tough to find a truly enjoyable, offence free, game.
